We needed them from the 600's to around 800's. Actually the reason why we where allies with the Khazars was that the Khazars where being attacked by the Arabs as well so our treaty was a mutual convience at the time. During the Macadonian dynasty Byzantuim was strong enuff that it didn't really allies anymore since we where running around bringing payback to the Serbs, Bulgarians, and Arabs!
