Τα 13 Leopard 2A4 και τα 30 Leopard 1A5 δεν είναι πλέον διαθέσιμα για την Ελλάδα σύμφωνα με επίσημη επιστολή της Γερμανικής κυβέρνησης προς τον Έλληνα ακόλουθο Άμυνας στο Βερολίνο καθώς διατέθηκαν σε άλλες ενδιαφερόμενες χώρες!

Μάλιστα στην επιστολή αναφέρεται ότι παρά τις επανειλημμένες και συνεχείς επίσημες ενημερώσεις της γερμανικής προς την ελληνική πλευρά, που εντατικοποιήθηκαν από τον Ιανουάριο του 2009, για την ανάγκη ολοκλήρωσης της συμφωνίας ή τουλάχιστον επίσημης υποβολής του ελληνικού αιτήματος για προσφορά (RFP: Request For Proposal) όσο το δυνατόν ταχύτερα, δεν υπήρξε καμία ελληνική αντίδραση και αναγκαστικά τα εν λόγω άρματα διατέθηκαν σε άλλες χώρες. Σύμφωνα με ανεπιβεβαίωτες πληροφορίες τα 13 Leopard 2A4 στην Τσεχία και τα 30 Leopard 1A5 στη Βραζιλία.

Το τραγικό της υπόθεσης είναι ότι η διάθεση των αρμάτων μάχης δεν έγινε για «προτιμησιακούς» λόγους αλλά γιατί το γερμανικό υπουργείο οικονομικών που έχει και τον κύριο λόγο στη διαδικασία θέλει το ταχύτερο δυνατό να «ξεφορτωθεί» το πλεονάζον υλικό για να απενεργοποιήσει τις εγκαταστάσεις αποθήκευσης και να μειώσει το λειτουργικό κόστος φύλαξης και αποθήκευσης.

Εξίσου τραγική είναι και η «αφασία» της ελληνικής πλευράς και ιδιαίτερα της ΓΔΑΕΕ ως εκτελεστικού φορέα υλοποίησης της διαδικασίας, στους «δαιδαλώδεις» διαδρόμους και τα «αβυσσαλέα» συρτάρια της οποίας, «χάθηκε» για τουλάχιστον τρία χρόνια (!) ο σχετικός φάκελος που είχε αποσταλεί για να υπογραφεί η αρχική έγκριση προμήθειας. Ούτε οι ενημερώσεις της γερμανικής πλευράς ούτε οι εκκλήσεις του ΓΕΣ στάθηκαν ικανές να διαταράξουν ην «ολύμπια» ηρεμία του στρατοπέδου στους πρόποδες του Υμητού!

Έτσι ένα ασήμαντο (σε ότι αφορά το οικονομικό κόστος του, αφού τελικά θα κατέληγε και λιγότερο από 2 εκατ. ευρώ) πρόγραμμα, αλλά εξαιρετικά σημαντικό για το περιεχόμενο του, υλοποιούμενο μέσω διακρατικής συμφωνίας «εξαερώθηκε» αφήνοντας το «μόνιμο» θύμα, τον Ελληνικό Στρατό με μία «παρδαλή» επιλαρχία (τρεις ίλες Leopard 2A4 και μία ίλη Leopard 1A5)!

Βέβαια για να είμαστε ακριβείς η «αμαρτία» έχει ξεκινήσει από τον Μάρτιο του 2003, όταν το Υπουργείο Εθνικής Άμυνας υπέγραψε την ύψους 1,7 δις ευρώ σύμβαση προμήθειας των 170 Leopard 2HEL ΧΩΡΙΣ ΠΡΟΗΓΟΥΜΕΝΩΣ ΝΑ ΕΧΕΙ ΥΠΟΓΡΑΦΕΙ Η ΠΡΟΜΗΘΕΙΑ ΤΗΣ «ΕΝΔΙΑΜΕΣΗΣ ΛΥΣΗΣ» ΟΠΩΣ ΟΡΙΖΕ Η ΣΧΕΤΙΚΗ ΑΠΟΦΑΣΗ ΤΟΥ ΚΥΣΕΑ. Βέβαια και η συνέχεια δεν ήταν καλύτερη αφού στο πλαίσιο μίας «ορθόδοξης» στρατιωτικο-γραφειοκρατικής άποψης η μαζική ανανέωση του αρματικού δυναμικού με επιπλέον Leopard 2A4 σε συμφέρουσες τιμές θεωρήθηκε υπέρμετρη «εύνοια» προς το Όπλο των Τεθωρακισμένων. Έτσι αντί να επιλύσουμε με τον καλύτερο δυνατό τρόπο το ζήτημα του αρματικού μας δυναμικού το παραπέμψαμε στο μέλλον!

Έτσι η χώρα η οποία κατέβαλε συνολικά 2,03 δις ευρώ στη γερμανική βιομηχανία χερσαίων συστημάτων, δηλαδή με άλλα λόγια έγινε ζωοδότης της σε μία εξαιρετικά κρίσιμη περίοδο, όχι μόνο δεν φρόνισε να εξασφαλίσει τη μη πώληση αρμάτων του τύπου στην Τουρκία αλλά πλέον έχει «μείνει» και από άρματα αφού όλο σχεδόν το γερμανικό απόθεμα έχει διατεθεί.

The tragic case is that the placing of tanks was on «preferential» reasons but because the German Ministry of Finance is the main reason is in the process as soon as possible «rid» excess material to deactivate the storage and reduce the operational costs of storage and warehousing.

Equally tragic is the «aphasia» Greek side and especially GDAEE executive promoter of the procedure on «maze» corridors and «avyssalea» drawers which, «lost» for at least three years (!) However to be precise the «sin» started in March 2003 when the Ministry of Defense signed a EUR 1.7 billion contract for 170 Leopard 2HEL WITHOUT PREVIOUSLY HAVE TO THE SIGNS OF PROCUREMENT «FRIENDLY SOLUTION INTERIM» AS DEFINED The decision of KYSEA. I was part of the Greek army that breavely fought against the turkish invasion in 1974. Is true and no dought can enterer into it, that the greek soldier is one of the best soldiers, if not the best, in the world in search for officers.
Very sorry to say that the quality of the oficers is not as near equal to the qualitys of the greek soldier. After all what one can expect from afficers who betrayed their country so many times.
DO NOT FORGET. THE TURKS ARE IN CYPRUS BECAUSE OF THE BETRAYAL OF GREEK ARMY OFFICERS.

The greek soldier fought bravely and gave his last drop of blood to defend HELLENIC KYPROS. But was abandon and betrayed by his officers. Not all officers are tradors. But those who are not ARE ALL DEAD.

Οταν υπηρετουσα τη θητεια μου στην Ε.Φ. οι "αξιωματικοι" μας υβριζαν και αναμεσα στα αλλα μας ελεγαν ο.τι ειμαστε μονο φρου φρου και αρωματα. Το 1974 αυτοι πεταγαν τα οπλα και ετρεχαν να κρυφτουν, ενω οι οπλιτες των φρου φρου και αρωματων με τους λιγοστους ΠΑΤΡΩΤΕΣ αξιωματικους εδωσαν τον "νυν υπερπαντων αγωνα.
Τι περιμενης δηλαδή;

Πραγματικα πιστευης οτι "αυτοι" θα θωρακησουν τους οπλιτες " των φρου φρου και αρωματων;

Με «εγγυητή» τον αρχηγό του Ρωσικού Πολεμικού Ναυτικού μπαίνουν ξανά στην ενεργό υπηρεσία τα τέσσερα ρωσικά αερόστρωμνα «Ζουμπρ» του ελληνικού Πολεμικού Ναυτικού, που εδώ και μερικά χρόνια είναι καθηλωμένα λόγω έλλειψης ανταλλακτικών.

Η συμφωνία, με την οποία θα προμηθεύεται πλέον η Ελλάδα τα ανταλλακτικά των ρωσικών συστημάτων επετεύχθη κατά τη συνάντηση που είχε ο αντιναύαρχος Γιώργος Καραμαλίκης, αρχηγός του Πολεμικού Ναυτικού με τον Ρώσο ομόλογό του πριν από λίγες ημέρες στην Αγία Πετρούπολη. Στις κατ' ιδίαν συζητήσεις που είχαν οι δύο αρχηγοί, τέθηκε το θέμα της υποστήριξης των ρωσικών αποβατικών και της κακής εικόνας που έχει δημιουργηθεί στο Ελληνικό Πολεμικό Ναυτικό λόγω της μη υποστήριξής τους με ανταλλακτικά. Με προσωπική παρέμβαση του Ρώσου αρχηγού ξεκίνησε η ροή των ανταλλακτικών και, σύμφωνα με τους αξιωματικούς του Πολεμικού Ναυτικού, μέχρι το τέλος του χρόνου τα τρία από τα τέσσερα αποβατικά αερόστρωμνα θα βρίσκονται σε επιχειρησιακή κατάσταση. Πρέπει να σημειωθεί ότι τα τελευταία χρόνια το θέμα ανταλλακτικά από τις ρωσικές εταιρείες ήταν ο μόνιμος πονοκέφαλος του Ελληνικού Πολεμικού Ναυτικού. Από τα τέσσερα σκάφη, στην καλύτερη περίπτωση βρισκόντουσαν σε επιχειρησιακή ετοιμότητα τα δύο, ενώ υπήρξαν και μεγάλα διαστήματα που δεν μπορούσε να πλεύσει κανένα. Σήμερα μόνο το ένα βρίσκεται στη θάλασσα και μέχρι το τέλος του άλλου μήνα αναμένεται να έχει επισκευαστεί και το δεύτερο.

Μακρύ χέρι» για το ελληνικό Πυροβολικό



Μια πολύ σημαντική εξέλιξη έλαβε χώρα πρόσφατα σε ότι αφορά τη μαχητική ισχύ του ελληνικού Πυροβολικού Μάχης με την παραλαβή από τον ελληνικό Στρατό των πρώτων μερίδων βλημάτων Πυροβολικού DM-131 (γνωστό και με τον εργοστασιακό κωδικό RH-40) εκτεταμένου βεληνεκούς. Σύμφωνα με πληροφορίες, τα εν λόγω πυρομαχικά θα εξοπλίσουν τις δύο μοίρες αυτοκινούμενων οβιδοβόλων PzH-2000GR, την 156 Αυτοκινούμενη Μοίρα Μέσου Πυροβολικού (Α/ΚΜΜΠ) και την 165 Α/ΚΜΜΠ που επιχειρούν στη ζώνη ευθύνης του Δʼ Σώματος Στρατού.

Κύριο χαρακτηριστικό των εν λόγω βλημάτων τα οποία κατασκευάζονται από την γερμανική εταιρία Rheinmetall είναι το βεληνεκές τους το οποίο και υπερβαίνει τα 40 χιλιόμετρα.

Επίσης, η γόμωση του πυρομαχικού είναι «αναίσθητη σε εκρήξεις εκ συμπαθείας» (insensitive) γεγονός που αυξάνει την επιβιωσιμότητα και ασφάλεια του μέσου πυρός που τα βάλλει.

Σε επιχειρησιακή χρήση το DM-131 συνδυάζεται με τα σπονδυλωτά προωθητικά γεμίσματα DM-92.

Αξίζει εδώ να σημειωθεί ότι το κόστος μιας πλήρους βολής DM-131 (+ έξι προωθητικά γεμίσματα DM-92) ανέρχεται περίπου σε 3.300 ευρώ με βάση τα στοιχεία του συμβολαίου που ανέθεσε ο ολλανδικός Στρατός.

Από την επιχειρησιακή πλευρά η εισαγωγή του DM-131 στο ελληνικό οπλοστάσιο μεγιστοποιεί τη επιχειρησιακή ικανότητα του ελληνικού Πυροβολικού Μάχης σε αποστολές αντι-πυροβολικού (όπου σαφώς το μεγαλύτερο βεληνεκές αποτελεί πλεονέκτημα) αλλά και στην προσβολή ιδιαίτερα κρίσιμων στόχων σε μεγάλο βάθος στην περιοχή του αντιπάλου.

Εξυπακούεται βέβαια ότι η μέγιστη αξιοποίηση των ανωτέρω πλεονεκτημάτων είναι δυνατόν να υλοποιηθεί μόνο μέσω ενός αληθούς χρόνου (real time) συστήματος επιτήρησης, εντοπισμού, αναγνώρισης και κατάδειξης στόχων.

Σε κάθε περίπτωση πάντως η προμήθεια των DM-131 αποτελεί ένα σημαντικό βήμα για την επαναφορά της ανατραπείσας ισορροπίας στο Πυροβολικό Μάχης από τις συστηματικές τουρκικές ενέργειες.

Χαρακτηριστικότερο ίσως παράδειγμα είναι το γεγονός ότι το σύνολο των 144 αυτοκινούμενων οβιδοβόλων FIRTINA T-155 που είχε παραλάβει μέχρι τον Ιούνιο του 2009 ο τουρκικός Στρατός, είναι αναπτυγμένα στη ζώνη ευθύνης της πρώτης Τουρκικής Στρατιάς στην Ανατολική Θράκη.

from my understanding of the spice system, and my military knowledge is very limited, isnt this going to to be made redundant as soon as we get new warplanes??? arent the spice going to be used from f-16s to combat turkeys f-35s???? id this the case?? this sounds very stupid if so... why is greece being so reactionary to turkey??? you think we would be procuring arms/weaponry the make turkeys weapons systems inferior to ours..

In a move that is possibly a reaction to the Turkish development of indigenous JDAM-class guidance kits, the Greek MoD announced a tender for procuring an unspecified number of SPICE 1000 & SPICE 2000 guidance kits for Mk83 and Mk84 bombs respectively:

SPICE 2000 is optimized for launch at high speed & altitude, for maximum stand-off range. For example, when released at 42.000 ft at high subsonic speed, gliding range reaches up to 60km. The system does not perform post-launch rise prior to the terminal dive, so it is not suitable for low-level launch [e.d. other guidance kits like the Paveway-III perform this maneuver to enable low-level release]. A typical mission profile may include ingressing at low altitude and performing a steep ascend prior to launch, to maximize stand-off range.

SPICE 1000 has a different arrangement, with two fold-out wings instead of fixed trapezoidal stub-wings, which provide better glide performance and thus improved launch range.

Reportedly the launch platform for the weapon system will be the F-16C. The tender is projected to be concluded by late August.

If procured in sufficient numbers, the guidance kits should significantly improve the EPA’s ability to perform strikes against comprehensive integrated air-defense systems.

ATHENS, July 2 (Reuters) - Greece struck a 400-million-euros ($564 million) deal with France to buy 15 Super Puma search-and-rescue helicopters, which are made by EADS, a senior Greek defence ministry official said on Thursday.
"The government has decided to buy 15 Super Puma helicopters for 400 million euros after talks with France," the official, who declined to be named, told Reuters.
The deal was clinched at the end of June, the official said.

angelo... you seem to know about the military issues.. do you think the spice system is worthwhile??? also i read that turkey missile system is being made in turkey and the will have stock piles of this system....
doesnt this have an impact on our island based missile defence systems???
wont the turks have a far greater number then we do? so in the likely event of a war we could be overwhelmed by the attacks of their f-35s????
wont greece need to upgrade the spice systems when the aquire their new jets???

Not sure if Turkey will stockpile,or if they can be compared to the israeli ones.Are island based missile defence systems have a 20 km range, so we will be able to detect any missiles coming from far distance.
When the Turks receive their F-35 ,we will have the Eurofigher and probably have 3 S-400 in service.
If war breaks out, i dont see the Turkish Airforce stand a chance in the aegean.HAF will be going after them, and are Airdefences will be activated.Turkey is no America to overwhelme us by attack of their jet fighters.
Greece top Priorities right now in my opinion is to get are U-214 subs in service,start are BMP3M production,receive are Artillery we purchased from the Germans and look around to purchase more.

ΕΛΒΟ Στους δρόμους τη Δευτέρα οι εργαζόμενοι

Την… τεχνογνωσία της Ελληνικής Βιομηχανίας Οχημάτων (ΕΛΒΟ) θα αρχίσουν να βγάζουν στο… δρόμο από τη Δευτέρα οι εργαζόμενοι της επιχείρησης διεκδικώντας μια προοπτική για την παραγωγική ενεργοποίησή τους.

Στις 6 Ιουλίου οι εργαζόμενοι θα προχωρήσουν σε τρίωρη στάση εργασίας και θα πραγματοποιήσουν πορεία “βαρέων βαρών” στο υπουργείο Μακεδονίας-Θράκης, όπου θα επιδώσουν ψήφισμα με τα αιτήματά τους. Οι κινητοποιήσεις θα κλιμακωθούν το επόμενο διάστημα. Ήδη οι εργαζόμενοι μπλοκάρουν την παράδοση αρμάτων Leopard 2 με κατάληψη στην εν λόγω μονάδα στις εγκαταστάσεις της ΕΛΒΟ στη Σίνδο.
“Η πολιτική της κυβέρνησης, αφού κατάντησε την εταιρεία και τους εργαζόμενους επαίτες, σήμερα αντί για προοπτική μέσα από το πρόγραμμα του ΤΟΜΑ τους δίνει τη χαριστική βολή” σημειώνει σε σχετική ανακοίνωση το Σωματείο Εργαζομένων της ΕΛΒΟ.
Αναφορικά με το πρόγραμμα των 450 ΤΟΜΑ, η ρωσική πλευρά προτείνει στην ΕΛΒΟ συμμετοχή, η οποία θεωρείται από την ελληνική πλευρά ελάχιστη. Συγκεκριμένα οι Ρώσοι κάνουν λόγο για κατασκευή εξαρτημάτων, όπως ερπύστριες και καθίσματα πληρώματος, αλλά και για εργασίες βαφής, αντικείμενο που θα απασχολήσει το ανώτερο 30 εργαζόμενους σε μια γραμμή παραγωγής.

Οχήματα ιδίου τύπου ήταν υποψήφια σε παλαιότερο πρόγραμμα προμήθειας 77 Τεθωρακισμέων Οχημάτων Αμφίβιας Εφόδου με προβλεπόμενη δαπάνη 250 εκατ. ευρώ για τον εξοπλισμό της 32 Ταξιαρχίας Πεζοναυτών ενώ είχαν πραγματοποιηθεί δοκιμές άφεσής τους από αρματαγωγά τύπου ΙΑΣΩΝ του Πολεμικού Ναυτικού σε παρόμοια συνεκπαίδευση το 2001 (άσκηση "Mέγας Αλέξανδρος"). Eνδεχόμενη προμήθεια των ερπυστριοφόρων ΑΑV-7A1 θα αντικαταστήσει τα παρωχημένα ΑΒΑΚ, αναβαθμίζοντας κατακόρυφα την επιχειρησιακή ευελιξία της 32 ΤΑΞΠΝ.
