Αντικείμενο των συζητήσεων είναι η προώθηση της συμπαραγωγής μέρους του οχήματος στην Ελλάδα και η δυνατότητα εμπλοκής και άλλων εγχώριων αμυντικών βιομηχανιών στο πρόγραμμα. Σύμφωνα με τις προτάσεις που έχουν κατατεθεί στη Γενική Διεύθυνση Εξοπλισμών, υπολογίζεται ότι στην ελληνική οικονομία θα επιστρέψει, μέσω εγχώριων κατασκευών, έως 30% της αξίας των τεθωρακισμένων. Ήδη θεωρείται βέβαιο ότι σημαντικό έργο αναλαμβάνουν η ΕΑΣ, η ΕΛΒΟ και η Intracom, ενώ μετά την επικείμενη αξιολόγησή της τις επόμενες ημέρες αναμένεται και εμπλοκή της Miltech, πιθανώς και μερικές ακόμη. Στην Ελλάδα έχει προταθεί να γίνει, μεταξύ των άλλων, μεγάλο μέρος των ηλεκτρονικών και των καλωδιώσεων, οι ειδικές βαφές, τα δίκτυα παραλλαγής και πιθανώς τμήμα των πυρομαχικών. Στην Ελλάδα - στην ΕΛΒΟ και στο 404 Στρατιωτικό Εργοστάσιο Βάσης στη Θεσσαλονίκη- θα γίνει και η τελική συναρμολόγηση των ηλεκτρονικών συστημάτων και συσκευών. Ένα από τα προβλήματα που απασχολεί τις συζητήσεις Αθήνας- Μόσχας είναι το τελικό ποσοστό της συμπαραγωγής στην Ελλάδα, καθώς, όπως επισημαίνουν οι Ρώσοι, όσο αυτό αυξάνεται τόσο ανεβαίνει και το συνολικό κόστος. Πριν από τρεις εβδομάδες βρέθηκε στην Ελλάδα ο επικεφαλής του ρωσικού κρατικού φορέα εξαγωγών οπλικών συστημάτων Rosoboronexport Ανατόλι Ισαΐκιν και είχε συνομιλίες με τον γενικό διευθυντή εξοπλισμών Ε. Βασιλάκο για τους όρους της σύμβασης. Όσον αφορά τη θωράκιση για την οποία έχουν εκφραστεί διάφορες απόψεις- η ρωσική πλευρά αναφέρει ότι «δεν μπορεί παρά να είναι η μητρική, διότι αλλιώς αλλάζει η φιλοσοφία και η πλευσιμότητα του αμφίβιου σκάφους». Η εκτίμηση είναι ότι η σύμβαση θα υπογραφεί μέχρι τα τέλη του έτους. Η απόφαση της κυβέρνησης πέρυσι τον Δεκέμβριο για την αγορά 450 ΒΜΡ- 3 από τη Ρωσία, που συνέπεσε ουσιαστικά με ευρύτερη ενεργειακή συνεργασία Αθήνας-Μόσχας για τους αγωγούς, έδωσε ώθηση και στο πρόγραμμα υποστήριξης των ρωσικής κατασκευής συστημάτων που βρίσκονται στο ελληνικό οπλοστάσιο και το οποίο καθυστερούσε. Ήδη έχουν προχωρήσει οι προετοιμασίες όσον αφορά τα αντιαεροπορικά συστήματα ΤΟR-Μ1 και ΟSΑ-ΑΚ, ενώ και στις δύο πλευρές υπάρχει η εκτίμηση ότι εντός του Σεπτεμβρίου ίσως υπογραφεί νέα σύμβαση για τη ροή ανταλλακτικών και την υποστήριξη. Σε εξέλιξη βρίσκεται και τεχνική συνεργασία για το αντιαεροπορικό σύστημα μεγάλου βεληνεκούς S-300 ώστε να είναι δυνατή η πρώτη επιχειρησιακή βολή έως τις αρχές του νέου έτους. Ανάλογη κίνηση αναμένεται και για τα Πλοία Ταχείας Μεταφοράς Ζubr, τα οποία αντιμετωπίζουν προβλήματα υποστήριξης. Όσον αφορά τα νέα εξοπλιστικά προγράμματα, η Μόσχα ενδιαφέρεται για τα εκπαιδευτικά και μαχητικά αεροσκάφη της ΠΑ καθώς και για τα αντιαεροπορικά μέσου βεληνεκούς και τα τροχοφόρα οχήματα του ΕΣ. My Mood: ![]() ![]() ![]() ![]() | Iv read in the AMYNA THEMATA that is a fantastic piece of machinery and they did a comparison with the American equivalent and ,if it came one one and the American was to fire its javelin missile the BMP could fire after woulds and still hit it a lot quicker in turn disabling the laser guide of the javelin making the javelin useless... In fact, it’s a globel novelty because the above aircraft have a long way to go before completing their operational life cycle and fully covering back the total cost of their acquisition program. The French proposal submitted in the context of the new doctrine “Greece-France-New Alliance” is a smart move in any competition for the selection of the new fighter by the Hellenic air Force. It’s an attempt to “promote” the selection and acquisition of Rafale through the back door at a political, diplomatic and military level making it look like a replacement of Mirage. The duration of the fighters operational use internationally is normally estimated at 35 years. This life span allows for airwothiness and an extension of their life limit.Taking a closer look at the Hellenic Air Force’s fleet of 45 Mirage (M-2000 and M-2000-5), we will see that the 15 new Mirage 2000-5 can be operationally used for a minimum of 25 years whereas the remaining 10 upgraded to Mirage 2000-5 and 20 Mirage 2000 can be operated for another 15-20 years. Hence, a possible replacement should be considered from 2020 onwards based on the HAF’s current operational requirements. It’s a fact that the HAF’s immediate requirements stem from the replacement of A-7 Corsair and the recovery of losses but non from the replacement of Mirage. The replacement of Mirage will not benefit the HAF except the marketing and export efforts of the French Dassault regarding the Rafale fighter, whose customer list is inferior to that of the European Eurofighter and the US JSF (F-35). The HAF’s circles say that Mirage 2000 and Mirage 2000-5 can undoubtedly contribute to the HAF’s overall operational capabilities for years to come. In addition, the request to upgrade the remaining 20 Mirage 2000 to 2000-5 can be viewed as a profitable choice taking into account that it will boost the Hellenic industry. However, in no case would the premature sale of these aircraft be thought of as an ideal solution for the Greek side. The unreasonably high price that Greece paid for the total program of Mirage can not be sacrificed for the survival of the Rafale export program and the wider cost allocation of the French industry’s autonomous development. What is the average life span of the French Air Force’s Mirage 2000 and at which point is their replacement considered as a needing priority? With great interest we listened to the speech of the French President Nicolas Sarkozy, who adressed the Greek Parliament plenum during his recent visit to Athens. This speech was unique in showing the French President’s communications skills and his vivid interest to help the French defence industry by securing 4,2 bln euro contracts with greece! The Greek political leadership shall utilize the new doctrine “Greece-France-New Alliance”considering all parameters (various political, diplomatic and financial advantages). Our country’s political leadership should also take into account all the other European countries that supported Greece’s important requests for the country’s development. A very indicative example is the German support to the Greek requests and proposals regarding our country’s subsidizing in the framework of the 4th European Support Program. The Greek foreign policy and in general the Premier and KYSEA members should carefully consider our relations with the US (after the imminent presidential election) as well as with the UK, Germany, Italy and Spain, which produce the Eurofighter and shall not engage in the French marketing and communication strategy, which, not to forget, gets straight “A”!!
